NPACH Presents at Congressional Black Caucus Annual Legislative Conference

September 10, 2004- NPACH Executive Director, Brad Paul, addressed members of the Congressional Black Caucus, staff, and conference participants at the CBC's annual legislative conference for a panel, hosted by Congresswoman Barbara Lee (D-CA), entitled "Housing: A Basic Human Right."  Paul was joined by Jon Gresley of the Oakland Housing Authority, Richard Cho of the Corporation for Supportive Housing, Moses Mayne former Oakland City Council member, and Bishop Thomas White, the 48th Bishop of the Christian Methodist Episcopal Church. Panelists alternately discussed Section 8, McKinney-Vento, the Bush Administration's Samaritan Initiative, and prisoner re-entry. Paul urged attendees to work to protect the Section 8 program, increase funding for McKinney-Vento, and advance the Bringing America Home Act (H.R. 2897) and the National Housing Trust Fund Act (H.R. 1102). He also urged appropriate Congressional action to address homelessness across housing, education, income and health programs, noting that recent Federal policy on homelessness has been de-linked from the extreme poverty and affordable housing crisis which underlies it. Said Paul, "Congresswoman Lee is to be applauded for hosting a panel on the critical issue of housing rights. By framing the discussion within the context of human rights, we're reminded of just how far we have to go to achieve housing justice. The conference offered an excellent opportunity to pursue that goal and present grassroots, locally-informed recommendations on federal homeless policy."
